The NC Code Officials Qualification Board has the primary duty of certifying Code Enforcement Officials in North Carolina. No city, county, or state agency inspector may enforce the State Building Code without being certified by the Qualification Board. The statutes establishing the Qualification Board and its responsibilities are GS 143-151.8 through GS 143-151.21.

Among the Board's duties are establishing minimum standards for certification as a Code Enforcement Official, establishing minimum standards for instructors, developing training courses for inspectors and instructors, and encouraging research into the improvement of the training and education of inspectors. The Board also has the responsibility of holding disciplinary hearings to determine whether a certificate should be denied, suspended, or revoked.
 
The 20 member Board is composed of engineers, contractors, inspectors, architects, educators, and city, county, and state officials.
 
Building, electrical, mechanical, plumbing, and fire prevention inspectors who enforce the State Building Codes must be certified by the Qualification Board. These inspectors must have either a probationary, a limited, or a standard inspection certificate issued by the Board. These certificates are restricted by the level (Level I, II, or III) which governs the size, height, and occupancy use that an inspector may inspect.
